Through a mix of arrangements that platform policies, advertising rulings and disclosures have brought into view. Revenue share pays a streamer a cut of what referred players lose. Flat sponsorships pay a fee for streaming a casino or showing its brand. Some deals also give streamers balances funded by the casino. Under any of these, the streamer's income does not depend on their own wins, and a revenue-share deal pays more when viewers lose.
Several layers. Platforms set their own rules: Twitch, for example, banned streams of certain unlicensed slots, roulette and dice sites and the sharing of referral codes for them. Advertising law expects paid relationships to be disclosed clearly, which in the US means the FTC's endorsement guides. Gambling regulators in many countries also have advertising codes that cover influencer content and ban targeting under-18s.

If the deal is revenue share, the viewer's losses are part of the business model. Neither is visible from the stream itself, which is exactly why disclosure rules exist.
