Every licensed online casino is required by regulators to offer at least some of these tools. But having tools and using tools are different things.

A deposit limit lets you set a maximum amount you can deposit per day or week. A loss limit stops you from playing once you have lost a certain amount. A time-out locks you out of the casino for a set period (usually hours or days). Self-exclusion locks you out for months or years.

These tools exist because regulators understand that some players cannot control their behavior. The tools are safety rails for people who want them.
